Mass incarceration has huge social, racial, and economic costs. As a result, there is now intriguing, bipartisan consensus that we need to fix our broken criminal justice system. There are reports looking at precisely how we can achieve this by significantly and safely cutting the prison population.
Too many are sent to prison when alternatives like treatment would work better. Still others have served sufficiently long sentences.
